The proposal has to include the products being sold and how the machine works. From there he will have to convince the management as to why this is lucrative.
If the management has already approved of everything, then he may look for a suitable machine. Now he must find a machine that is of good quality and working well. No owner would want a machine that breaks easily because all the products and merchandise inside might get stolen.
Of course when he has already gotten his machine, he must create a budget for the costs. He must then invest money of course to buy the machine but he also must invest some money to buy merchandise too. He also must invest for maintenance so that the machine will not depreciate much over time.
